Land Administration Records Management & Information Systems (LARMIS)

The project includes establishing of a Project Management Unit (PMU) with the purpose for providing support in planning, coordinating, implementation and monitoring of this project as well as other two projects of establishing GIS in BOR Sindh and Preservation of Land Record & Revamping of Survey Settlement Directorate in BOR of the Province A separate portion of the proposed PMU containing its administrative structure, functions and budgeting is provided at Annex-I.

The project is directly related to the functions of the Board of Revenue Sindh and following specific objectives will be achieved through this project:

  • Establishment of Project Management Unit for effective implementation, coordination, monitoring and evaluation of the project.
    Introduce a centralized web based application with a light weight xsl/xml dynamic front-end which will be accessed through a wide area network by different kiosks installed at different locations
  • The application would be developed using a message based middleware application platform seamlessly exchanging data between LARMIS and GIS Databases and for third party verifications like NADRA and payment networks, through message based and web services based asynchronous interfaces seamlessly exchanging transactions, digital mapping data, and scanned data of old record archives within application.
  • The middleware needs to support atomic transactions. For example a signing transactions would verify the retina from a different database and based on the result would generate the dynamic menu based on the roles defined for the user from the middleware databases and then will pull up the relevant property data under his jurisdiction from the central transactions and GIS Databases.
  • Maintain Record of Rights (Ownership Title) through Electronic Documentation
  • Computerization and Generation of all Revenue Village Forms, Taluka Forms and District Forms,
  • Execution of efficient mutation process,
  • Database to provide means for effective planning and accurate taxation,
  • Database to provide reliable mode of information to help resolve land dispute as well as making provision for a real-time updating of record,
  • All database transactions will be recorded with digital signature so they can not be altered by any software development or management staff.
  • Improvement in Land Record service delivery and transparency,
  • Sharing of information electronically among the all stakeholders and provision of prescribed information on website
  • Support agriculture credit system and provide investment opportunities to Banking Sector,
  • Development of a Customized Software and a database (LARMIS) linked with the land GIS and its integration with the digitizing of land cadastre under directorate of survey & settlement to meet the requirement of all districts with specific emphasis on ownership title,
  • Institutional Development and Capacity Building, of Revenue officers / officials under HRD plan and create public awareness.
